North Dakota QSP Home Care FAQ

Straight answers about ND Home Health’s Agency QSP approval, Medicaid-authorized services, private pay, service areas, and start dates.

Is ND Home Health an approved Agency QSP?

Yes. ND Home Health is an approved North Dakota Agency Qualified Service Provider (QSP). We accept QSP-funded care inquiries and private-pay inquiries.

Does QSP approval mean Medicaid will automatically pay for my care?

No. A client must be eligible for the applicable program and have a current service authorization. The authorized service must match ND Home Health’s enrolled scope. We must also complete the required intake steps and confirm caregiver availability before accepting the assignment.

What is a service authorization?

It is the client-specific authorization that identifies the approved service, tasks, dates, and units or hours. North Dakota QSP guidance says a provider must have a current service authorization before providing and billing for authorized services.

What should I have ready for a QSP inquiry?

Have your county, requested schedule, case manager or care coordinator, authorized service and hours, and preferred start date available if known. Do not send Social Security numbers, Medicaid ID numbers, or detailed medical records through the public contact form.

Which services are in ND Home Health’s enrolled QSP scope?

ND Home Health’s enrolled services are Chore Service, Companionship Services, Homemaker Service, Non-Medical Transportation (Escort), Personal Care Service under applicable unit-rate programs, Respite Care, and Supervision. Each client still needs the applicable eligibility and service authorization.

Can I choose ND Home Health as my QSP?

You can ask your case manager about choosing ND Home Health. The assignment still must match the client’s authorization, our enrolled service scope, and current availability.

Can I use private pay instead?

Yes. Private pay is available when the client, family, or another responsible party pays ND Home Health directly under a written service agreement. It does not use a Medicaid service authorization.

Does ND Home Health accept all Medicaid?

No. ND Home Health is an approved Agency QSP, but that does not mean every Medicaid program, member, service, or hour is covered. Coverage and authorization are determined through the applicable North Dakota program and the client’s care plan.

Does Medicare pay for these non-medical services?

ND Home Health does not bill Medicare for routine non-medical home care. Medicare home health benefits follow separate rules and generally relate to qualifying skilled services.

Which North Dakota counties do you serve?

ND Home Health accepts inquiries across North Dakota and currently focuses on the priority counties listed on our service-area page. Actual service depends on the requested schedule, travel, intake requirements, and local caregiver availability.

How soon can care begin?

There is no automatic start date. For QSP-funded care, the service authorization must be active and acknowledged, the request must fit our enrolled scope, required intake steps must be complete, and a qualified caregiver must be available. Private-pay care also requires intake, a signed agreement, and confirmed staffing.

Does ND Home Health provide skilled home health?

No. ND Home Health currently provides non-medical in-home support. We do not currently provide skilled nursing, wound care, injections, therapy, or emergency medical services.

Who decides whether I qualify for a QSP-funded service?

ND Home Health does not determine Medicaid or program eligibility. The applicable North Dakota program and the client’s case manager or care coordinator determine eligibility and authorized services.
